Armenia and EU Discuss State Resilience: Lilit Makunts Meets Mission Head Cosmin Dinescu

Lilit Makunts, Head of the Office of the Prime Minister of Armenia, met with Cosmin Dinescu, the Head of the European Union Partnership Mission (EUPM) in Armenia. The meeting was announced by the Information and Public Relations Department of the Prime Minister's Office, as reported by local news agencies Armenpress and ArmInfo.

Cooperation and Institutional Support

During the meeting, Makunts welcomed the ongoing activities of the EU mission. She specifically emphasized that the European Union's support is vital for strengthening the resilience and operational capacity of Armenia's state institutions.

The officials discussed several key points of collaboration under the mission's mandate, specifically focusing on:

• ensuring the coordinated participation of various state agencies,
• developing capacities in the specific sectors outlined by the mission's mandate.

Objectives of the EU Mission

Both parties also exchanged views on how to effectively organize and coordinate their joint efforts moving forward. Armenpress notes that the European Council officially launched this new Partnership Mission in Armenia on July 13, 2026, operating under the umbrella of its Common Security and Defence Policy.

"The primary objective of this civilian advisory mission is to assist Armenian authorities in enhancing the country's resilience against hybrid threats," Armenpress stated.
